I previously forgot to mention the owner of the mower discreetly slipped an invoice to the Managing agent for $110 which was the cost of servicing and repairing his mower, as mentioned there is no grass on common property.

Thanks everyone for your input, have started recording on my phone every time I walk past their town house and have had the girl running our Strata over today to look at what i have recorded so far.
I rang the police as per advice from strata management and they said they would only come out if an accident occurred which is understandable. Now in the process of looking at other Strata management firms

Unfortunately, this is not a breach of a strata by-law and is out of our jurisdiction, however I will notify the property agent and ask if they can act on their end.
I would suggest that if you witness this in future to contact the police.
In relation to the buildings insurance, if an incident occurred, the building insurance would still cover for any accidently damage.
Meanwhile the tenants are laughing at us

I believe at the meeting before I purchased they voted against adopting the no-smoking on common property. The Council has no record of a business operating from this address. He is a plumber. They said we have to have photographic evidence the business is operating from here. He has a rather loud voice and everyone hears the business taking place. The Town House faces north south with his yard at the front of the property facing south. In winter of course, and a seafront location it is cold out the front so he and his wife park the one vehicle that fits in the garage and sit on the tail gate smoking and drinking beer. this is the sight that distresses the residents.
We have a renter in our townhouse block of 12 that has filled their garage with absolute rubbish and continually parks in the visitors parking space their two vehicles, one of which is a work utility.
he conducts his business from the garage with his garage door constantly open while he swigs beer and smokes.
No one is able to enter or leave without having to pass by. The Strata management team have contacted the leasing agent but to no avail. What suggestions do you have we take for further action
