    We have 6 units in our complex here in South Australia. All single story, only attached by garages (except two free standing).
    A new tenant moved in 18 months ago and the nice environment has gone to the dogs.
    3 unit owners are on one side, 1 unit owner and 1 tenant on another, and 1 unit owner staying out of it.
    We have the standard by-laws that are hardly ever enforced as we have never needed to before.
    The tenant is parking his car on common property, parking his work ute in the visitor car park, his girlfriend is parking her car in the visitor car park 6 days and nights a week, and he is still using the one other visitor park for his visitors.
    He also had a large dog that would bark and howl for hours when he went out. It was a puppy and he would leave it in the backyard.
    He also has dogs visit all the time.
    I have 2 small dogs which was okayed verbally but is not reflected in the by-laws. The by-laws allow 1 small dog for unit 3 and 4 (my unit).
    Our unofficial by-laws (verbally) has all units looking after the common property garden outside or next to their unit. The garden next to 1 unit was getting neglected as the owner was not a gardener and works a lot. At the AGM a unit owner (not the one in question) wanted our strata fund to pay thousands of dollars to pave or cement over it. To save money unit 1 and 6 with my help, unit 4, agreed to maintain this garden. Today the owner that wanted to cement over the garden has picked all the roses that we (units 1,4 and 6) have paid for and watered and maintained over the last year. Hence to say we are annoyed.
    There are also other little issues too.
    The problem owner was the presiding officer and resigned last week, so we have none and we use Strata Data as our body corporate. I will be the new presiding officer when I’m voted in.

    So my questions are-
    Should we hold a special meeting to update by-laws so everyone is happy and on the same page?
    Can we have the AGM early? It’s usually in June.
    Should I draft something and pass it out to the other owners to save time (and money) at the meeting?
    What exactly does a presiding officer do?
